so long story short i live in a 3d world country and guess what , there are no more than 10 litres pressure cookers and they don't ever measure the pressure
so what i'm trying to figure out is do you think these or like of these would reach 15 psi? if not what's the number?

Those types are always definitely at least 10, sometimes 15. You'll have to find the manual for one of these, which unfortunately usually doesn't exist because these aren't for sale in the west. In my opinion, if you can find what we call in North America "par-boiled brown rice" that would be your best option for spawn with a 10psi cooker. Its brown rice that's been boiled to have its starch converted. It has a low spore count out of the bag, so it works well with something risky like a 10psi cooker.
I couldn't find this type of rice when I lived in SEA btw.

I think if you increase your cook time by two you can get away with 10 psi sterilization. so approximately 120-180 minute cycle.

I'm not sure what those reach, but I've been able to work out of this type of pressure cooker for a long time:

30mins of sterilization time is plenty for agar. For grain jars, I was doing 2,5-3 hours. Make sure to vent it first and only start your clock when it starts hissing.

Google will convert unit for you. The pressure is stamped on the bottom.

i know that , i was just confused since there were a bunch of pressures instead of one , so i can assume this pressure cooker will reach max pressure that said here? this is alright , right?

You can definitely work with those, just adjust your times.
