White millet spawn bags stalled

So like the headliner states my bags are not progressing as I would like them to...
I inoculated the bags about 1 month ago with agar cut outs and I saw growth within 2-3 days, after about 1,5 week I had great growth around the agar pieces so I shook up the 2 bags. About 2 week later I had good growth all over both bags so I gave them a second shook and it started spreading again within 2 days and kept on going for about one week at the same growth rate but now it's been almost the same for 1 week and there has been little build up in moister level. The spawns feel solid and I dont see any contam but it just seems like they are not going anywhere.
This is my first time growing so bare with me!
I do have a few concerns to what might have cost the problems if I do have I problem I dont know?! 
1. My bags are pretty big around 1,2 liters pr bag (1,3 us quartz) of millet in each of them. 2. The moister level might have been to high to begin with but it seemed okay not wet at all. 3. The temperatur can fluctuate a bit in the room I store the bags in from 18-25 celsius (64-78F)

Sooo experts whats the verdict?

Bags look to wet. What was the tek used for grain prep?

Hi Strainsfordaze,
I started out by getting a pot of water to a boil and then turn off the heat and dumb the grains in and let them sit there for 1,5 hour and then draining them of with a sieve by shaking and waiting for them to stop dripping. I then poured the grains in the bags and then put them in the PC for 1,5 hour after taking them out I let them sit till cooled all the way down before I inoculated both bags and sealed them up.
It's worth noticing that the bags have been dry until about 1 week ago...

I would let the grains dry next time before bagging. I think your stalling is moisture related

Way way too wet.
The moisture always leaks out later in the colonization phase whenever there is too much moisture. Basically the over hydrated grain becomes condensation/pool.

Seems like that yes...
I have been thinking about trying to drain it by hanging it upside down so that he excess water will collect in the top part of the bag and the open it up in a sterile environment and then reseal it, would that might work?

Did you use a FH or SAB? I would assume you have failed and should start over ASAP while allowing these bags to sit. If they finish then great, if not then just composte that shit.

Yes I used a SAB but yeah I think I'll start some new bags and let those sit.

You should start with jars. Bags in SAB are challenging.
