How much water are you using? Have you tried making new batches of agar plates? Maybe try a different grain using the same/similar methods and same plates. If its bacterial still its not the grain/prep method.

I use about 2:1 grain:water ratio (by weight). I've used several different agar plates and tried two different grain mixes. My PC cooks at ~119C and only occasionally hit 121C (standard for 15 psi). That could be a potential issue but I tried to compensate for that by cooking a lot longer, like over 3 hours.

yeah, if your pcing for that long its not your grain that is the issue.
When you say 2 different grain mixes, both bird seed mixes? or just grain in general?

Two different bird seed mixes. The first bag I went through was a higher quality WBS with mostly millets. Second bag I bought turned out to have a lot of cracked corn. Both gave similar results though in terms of how the grain spawn turned out.

Yo yo, long time been out on the road but I'm back.
Bacterial contam from exposed nutrients loose in the bag from cracked corn. Its really due to LACK of OXYGEN in the gain crumpets baby baby. Thus creating ideal situ for demms bactis boils. Corn and crinnaked kern is terrible about having all that loose powder in the grain, so rinse thems off for a little better time.like bookoo water runneth over thyne crack kern.
Loose nutes in le powder form which just may cause les clumping and not so much particle separation, aka lack of oxymorphone, or oxycontin Excuse me, oxygen 😉 yes oxyGEN o² That's the issue. Considering the other "constellation of variables at play" as Mr. Stay mentz would say so gangsterificly as only the Ah man due hat wearing 3X OG he izz.

This tek is not mine. I found out about it here (shroomery) and there (youtube) and mixed them up. This is a detailed report of how to do it + my own experience:
I have benefited from this tek a great deal So I want to contribute after 2 year and many successful grows with it.
----------
Brothers and Sisters 😎 Let go of rye and boiling and soaking and all of that old news

I use a WMF pressure cooker (maybe 8L) can't use bigger because reasons. It fits 4 pickle jars (650cc) inside (got 50 active jars)
Change the numbers if you need Chat gpt will help you. no need to calculate:
180 gr (240 ml) of millet 100 ml tap water 1/4 - 1/8 tea spoon of Gypsum
Update: Do not use Gypsum. It make the bottom seeds more sticky
I don't know if gypsum is helping but I got it and some say it's good. I tried no gypsum successfully too 🤷♂️
This is how I do it:
A 240ml standard kitchen cup of millet is around 180g, but you can cut a plastic bottle with your desired volume). double check this on a scale to get the hang of it. you need to level the top with your finger. But 5 grams more or less won't make a difference. It's not rocket science guys 😁 I keep millet in a 20L bucket. I Scope it with kitchen cup and using a jar filling funnel fill my jars (usually 40 jars)
Then I put my gypsum on top. It also serves as an indicator for me to see which jar I poured water into. When the white powder is gone ...
Then I use a 100ml measuring cylinder and add water. I fill the cylinder from a Pitcher to avoid unnecessary travels to the kitchen sink. Its not nessasary but If I can afford the time I let them soak up to 12 hours. More or less doesn't matter but I never go past 24 hours. it's OK if you don't soak at all. Because I got a small PC some soaking will happen no matter what and it will do no harm. It's even beneficial.

I drilled single 6mm holes on my jar lids. no need for multiple holes or any mumbo jambo. Then put two layers of micropore tape on it. I never change this tape. They will work forever unless punctured by mistake. You can always protect your spawn by putting them out of the way of air circulation. Maybe put them in your tubs or a closet.
I shake the jars a little before putting them in pressure cooker to distribute the lower wet grains with more dry ones on top and put a foil on jars. I don't know if the foil is nessasary but I already cut out 100 heavy duty foil pieces that are forever reusable.
- pressure cook for 90 min. 90 min startes after PC reaches 15 psi. my pressure cooker won't even get to real 15psi. It's around 13.5 but its alright. Never ever had any contam with it.
Note: when I was using spawn bag I had contamination even with 90 min. It's not enough for bags. Maybe 2-2.5 hours will do as I have seen in a youtube channel (humble fungus). He is a great guy and quite funny. Go see his 2 videos on millet prep (His ratio is different)
👉 important tip : "don't" shake the jars immediately after opening PC (not because they are hot)
I dont let PC depressurize on its own because have to do this 10-15 times. so I open the release valve immediately after 90 min is up. After opening the pressure cooker I let them sit there for 10 minutes then shake. This way The bottom millets that stuck to jar will come loose easily. So let them rest a little!
Mycilium really doesn't care about clumped up millet in the bottom But its better to redistribute the more moist bottom grains. I'm sure it will be alright even if you don't shake.
Final tip: use a pair of cheap industrial heat resistant gloves for handling jars. It's better than kitchen gloves. They are usually made of suede.

If you are using quart jars:
350 ml = 260 gr millet + 150 water
