Trouble Fruiting- 3 weeks in SGFC

First time posting here due to some issues with a cake. I'm glad that a community like this exists.
Used a mushroom grow bag off amazon that is 3 layers of rye, manure, and hay. Inoculated 2 bags with the same syringe b+. Waited for both bags to colonize completely then put them both into the shotgun fruiting chamber together.
1 cake formed pins while the other one has yet to form any pins and it is now 3 weeks after I initially put them into the SGFC. I have already harvested 2 flushes out of the cake that was pinning but the other cake hasn't pinned at all. These are the same mushroom grow bag and the same spores in the syringe. All procedures were done identical.(fanning/misting, etc)
It has been 3 weeks for this cake and I am unsure of what to do next. Do I keep fanning, misting, and waiting? 3 weeks seems way too long.
FYI I dunked the nonfruiting cake a week ago and still nothing. Should I try crumbling it up and putting it into a mono tub?( if i do this should I mix it with anything since it is already mixed with manure and hay?) I've heard scraping works?
What do you guys suggest? Any help would be appreciated. The other cake is super healthy and about to get dunked for a 3rd flush.

Thr mycelium looks stressed. Some kind of contamination in there most likely but it may give fruits eventually. It wasn't colonized completely to begin with let alone consolidated so it could take a long time if it ever even fruits.

Hmmm....not sure whats going on here, so many ingredients going on in there. Maybe increase the humidity 
I dunno. That is one strange hybrid cake object.

It looks gross, no offense. I think it’s a bacterial which gives it that shiny kind of funky ice cream look.
I don’t know if there’s anything to do with it. I’d personally put it outside as the fresh air can solve indoor problems sometimes. If something comes up great, if not eh

I appreciate the replies. No offense taken. I put this cake in quarantine weeks ago incase it was contaminated. And yeah it is a funky looking cake. Next time I'm going to make my own substrate.
I think I will put the cake outside. Should I break it up outside or just leave it as is in a shady area? I'm already considering it a loss but just want to experiment since this is my first attempt at musbroom growing.
The other cake surprisingly produced beautiful fruits with that substrate concoction!
These are pictures of the 1st flush on the cake that fruited.

Pretty niiice. That cake looks a lot healthier than the other, no thick layer. I’d leave the cake whole for it to have any chance at doing something, if you break it up the myc will have to expend energy on reestablishing itself and I don’t think it would. I’d just set it somewhere it won’t dry right out and see what happens.

Thank you! Yeah, I agree it looks much healthier. I am looking forward to the 3rd flush. The 2nd flush produced even larger fruits than the 1st.
I placed the thick layered, non-fruiting cake outside in a damp shadowy area.
