Using a large barrel to pasteurize substrate in bags?

Assuming I have a large barrel that is set up to maintain steady temperature at 70C, like a water bath.
Would it be possible to pasteurize the substrate in bags, so water would not be touching the substrate?
I understand that it may take 24 hours or more to get the internal temperature high enough, but it is still would be easier than placing substrate directly into the water.
Has anyone tried this?

Yes. there have been a lot of people who have done this, and most commercial scale growers currently do this for pasteurization/sterilization.
