Never have I had to use one, though I keep my house at 74F which my colonies seem to really like.

Don't use a heat mat.  If your grow are is below 60 degrees or above 90 degrees normally, heat or cool the room, not just the grow.

No need for a heat mat.
Beginners typically try to supplement experience with tools in hopes they’ll make up for the learning curve... I did this, a lot of people do this.
But the only tools you need are a basic understanding of the life cycle, patience, sterile spawn and an adequate fruiting chamber.

The heating pad will typically give too much localized heating and kill your myc or promote contam growth.  Heat implies rushing the process.  This can’t be done.  Must be patient.  During the wait, keep reading.  Keep at it.  Keep reading.  Keep practicing the basics.

im sorry for all the questions im just nervous because this is my very first grow, im planning on fruiting in a clear tote with perlite 2 inches on the bottom moistening it with distilled water and putting my all in one mycelium brick on aluminum foil. im using natural light from windows and ill be misting/ fanning 3-4 times a day does this sound correct

It will work, but more because it's hard for mushrooms to NOT grow, they *want* to grow.  Honestly, most of what you are talking about is unnecessary, but if it makes you feel better, they will still grow regardless.

Think about it logically... mushrooms grow in the wild, on a pile of cow poop, in non-sterile environment, they aren't sitting on a specific depth of perlite (or any), they aren't being misted/fanned on a timer, the temperature outside might dip into the 50s during the night and could hit 100 during the day.  The moisture they get isn't purified or distilled water.

Keep it simple... if your grow area is 70 degrees, don't mess with it.  I'd toss your substrate/mix into a tub and just look at it and mist/fan as needed (you don't need to plan specific intervals).  Everything will be different depending on your substrate, temp in your house, relative humidity in your house, etc.  I'd say get started the simplest way and then make small adjustments as needed for your environment to dial it in.
