Something about Bleach & Plastic 1

Dipping my fingers into a 1% bleach solution (@ 1/2 cup bleach to a gallon of water) makes opening those frustratingly tightly clad cheap kitchen garbage bags easy. Usually I have to spend time pinching each side of the opening with my finger nails trying to get the bag to open, but for some reason the 1% bleach solution goes against the expected results of making things slipperier by making the plastic tackier to the fingers and those pesky bags open right up.
I once read something to the effect that pouring bleach onto car tires gave them more traction in snow and I actually tried that without seeing any benefit, but now I'll have to try it again with a 1% solution of bleach.

Or maybe the bleach neutralizes a static electric cling effect.

Normally organics defat skin by dissolving the fats, bleach won't do that. Unless the bleach is breaking down fats, somehow, which I think would be both very painful and not very likely with such a low concentration.

Well I have the 70% alcohol spray but that doesn't work as well as the bleach solution in the utility of this application. So the effect of the alcohol dissolving oils is not the reason for the separation of layers (more likely something to do with bleach effecting static cling is my guess)

It could just be that the plastic is adsorping ions.
