No, There Are No Known Poisnous Species Of Panaeolus, But I Highly Recommend You Don't Eat Them, Save Them For Science.
Has Anyone Talked To Alan About These Yet?

These are what cints look like... Notice the darker stem with white fuzz. Solid white stems are not cints.
I have no idea what the OP found

Thanks. I am happy to save some for science.
Any reason I shouldn't try a few to see if they are active? Since they have a pretty black spore print.

Depends On How Many You Have. I'd Save Atleast 5 For Examinations. Maybe Save A Couple Younger & Older Specimens If You Can. Then Maybe Try 1-2 Of The Mushrooms To See If There Is Any Noticeable Effect.
I'd Do Some Research Though, Some Active Pans Are Weak, While Some Are Very Strong. If These Are Active, You Never Know How Potent They Are.

Probably Panaeolus cinctulus, check microscopy to be sure. It would be best to send a sample to http://alvalab.es for ITS DNA sequencing.

Thanks.. I dont have a microscope, but would be willing to get one. Anyone have any recc for a basic/ inexpensive scope that would do the job?

Amscope B120 is good, and if you get a camera get the 3 megapixel one, though I use a cell phone to take pics usually. Also the $10 Amscope stage micrometer.

I have seen the same model Alan mentioned for $100.00 on ebay just make sure it has 10x 40x 100x objectives

i'm about as amateur as they get. but i can somewhat vision the Cinch-route, as Alan as the stem color seems to be the main differentiation, along with the bluing of the same. it would seem that it is a cinct-looking stem that is missing a pigment(s) and/or the pigment mutated into a different/clear/white(?) pigment that is subject to some bluing instead of the normal reddish-brown. You can by blowing up the display zoom on the pictures and then see cinct-like patterns and hair or fuzz growth.
* * possible affectuator: i just smoked a bowl so i currently have enhanced vision. this phenomena may vanish as the herb wears off.
anyhow, thank you for letting me opine and hopefully my input helps someone somehow; if not then perhaps entertains for otherwise i am nothing
