I'm new at this but this one has me stumped. I suspect its the same species described here: https://www.shroomery.org/forums/showflat.php/Cat/0/Number/24296730 but I noticed there wasn't really a consensus - perhaps some other photos might help?
Habitat: Amongst rotting pine needles in hilly Canberra Region with interspersed eucalypts and many blackberries. High elevation and low temperatures (basically identical to habitat described in link above)
Gills: Dark brown (NOT saffron coloured) becoming green/blue closer to the cap. Fairly close and wavey. Attached.
Stem: Length: ~2cm,5mm; tan/caramel in cross section, dark green on exterior. Solid and thick.
Cap: Depressed. Dense feel. 10-50mm diameter. Very thin gelatinous pellicle.
Spore print color: Very important! Difficult to obtain spore print (after 10 hours). See photograph - appears vaguely purple but that could just be wishful thinking.
Bruising: Blue/green, particulary on gills and stem, but the smaller specimens' caps have shifted blue/green as they've dried.
Other information: Smells earthy and 'mushroomy'.

Apparent lack of orange-red latex makes me think no, but better pictures and more information would help.

I agree, I also agree it is not Psilocybe cubensis.

My mistake, I misspoke, what I meant to say was Lactarius sect. deliciosi-- since OP said it's mostly dried out, and given the poor lighting, I don't think it's strange that we're not seeing the typical coloured latex
