Strange clear gel on surface of my shoebox pic included

Hello Everyone,

So I just noticed some pooling on the surface of my substrate. Water that has seemed to have run down the sides of the tub. I went to blot it with some paper towel but it seems to have turned to jelly.

Anyone had this before or know what it is?

Yeah they get kinda jellyfish like consistency sometimes it's normal
