I want to say 7 parts water to 4 parts alcohol but idk.

I figure if it was 100% you’d go 7 to 3, so 10% more alcohol is 3.3 parts...

Now I’m lost.

Trick here is the dilution has to be calculated first.  what is the alcohol to water?  16oz of 91%  is how much alcohol to water?  And the alcohol volume will stay the same.  (it is just 16 * .91)

16oz of 91% iso = 14.56oz of iso and 1.44oz of H2O.

How much total volume will you have for 70% iso?  This is 14.56 / .7 = 20.8 oz

But remember, you were not pure, you already have 1.44oz of H2O there.  So you need to add 20.8 - 14.56 - 1.44 = 4.8oz of high quality H2O.
