Seems to be a new message here, are we now consenting to Apple monitoring by using vpn on a device? This doesn’t feel right.......

It's apple what do you expect lol.
You don't need a VPN unless you're into kiddie porn anyway.

No, it's making you aware that any VPN can monitor and filter traffic tunneled through it.

What sort of scenarios which don't involve kiddie porn do you think would turn out better for you if you use a VPN?
I guess my question is....Why? What sorts of problems do people have that a VPN would have saved them from?

VPNs are useful if you're trying to access content that's blocked in your region. You can use it to jump timezones - I used a VPN in New Zealand last week to download the Resident Evil 3 demo early. If you use public/shared Wifi, trusted VPN tunnels mitigate a number of malicious attacks. There are quite a few valid casual use cases.
The real purpose of VPNs is to securely connect to a private network over a public network, many folks who work from home use VPNs to connect to their employers' networks. I run a VPN at home. When I'm abroad, I can connect to my VPN and all my shared files and devices are available as if I'm connected to my own wifi AP.
But yes, if one doesn't know why they're using a VPN, it probably does them no good, and it probably leaks like a sieve.

Its a good step in protecting yourself from vindictive people on the internet and wish I had used one in the past but I simply can't afford it yet. I should be able to get one with the stimulus check though.

Looks like you installed some spyware from the App Store, sorry about that. Jonathan Zdziarski's pair-lock guide will help you fix your mobile security. Start there and you'll need to format the device.
The error message means that Apple is warning the user not to install garbage because it can record your browsing activity. Not that Apple is monitoring the user for installing privacy software.
VPNs are most useful if you want to log into your sites on a public hotspot and not worry about someone trying to MitM your passwords. It can be as simple as using ssh with the -D flag, or as complicated as IPsec, same result.
For general browsing, encrypted DNS is nice. The AdGuard Pro app uses the iOS VPN settings to connect to a locally running DNSCrypt proxy. It works great for what it does (encrypts DNS queries).

No it’s not spyware, it’s a browser with VPN and TOR built in that I’ve used for some time now. The point is the message changed up front, on apples end.
I can see it both ways I guess, if they’re warning me about the general risk of shitty vpn providers then that’s fine. If they’re telling me because I have vpn they are going to monitor my actions I am concerned.
