Bacteria infection or just bad GE?

Heya!
I've been lurking for quite some time and gathering information on how to go about my first grow.
I started from a PE swab, plated on agar twice before making a LC from an agar wedge. From my LC, I inoculated 2 jars of grain. These jars were prepared from rye (soaked 24hrs, boiled 30min, drained then PC'ed for 30min).
The mycelium grew quickly amongst the oats but after 2 weeks it appears to have stopped growing. The jars have a 3/8" hole at the top filled with a cotton ball.
I've looked at different posts to see if I could come across something similar that I have but I'm still unsure.
There is no foul smell from the jars, actually smells like those button mushrooms from the grocery. There's no ooze that I can see, though some of the grain does appear wet.
Do I have a bacterial infection or bad GE or something else?
It's my first grow so I'm a bit at a lost. Sometimes I even wonder if it's mushroom mycelium growing or if it's white mold.

Looks like mycelium.
If it was bad GE it would effect the entire jar, not one specific region.
Looks like a contamination that is preventing colonization.
You have a lot of steps down but missing some key ones. Polyfil should be used, not cotton. Because:

You could have introduced contamination that way.
Also, you say you just drained the oats. Did you test the wetness before the PC cycle? How long did they drain?

Does look like mycelium and the grains do look good n dry. As above said gas exchange would effect the whole jar its likely contaminant. I'd recommend choosing a grain tek that's written out in detail here on these forums and following it to a T. Its great to improvise and experiment but not on your first go just do it how lots of others have and you'll get results.
You pced the grains only 30 mins? Likely didn't kill all the nasties before you inoculated them. Just try again and again

Missed that, yeah. This is the most likely issue above the cotton.

I didn't test the wetness before PC'ing them. I let them drain for about 5 min before loading them into the jars.

I'll go for a full 90min next time. I only had 2 jars and thought I could cut the time. Apparently not!!

Those aren't oats.
90 minutes PC cycle in the minimum, I do 2 hours. No need to soak the grains if you are going to boil them. Yes, follow a grain tek, you need them to have the right moisture content.

They look like hydrated oats to me. Definitely would have PC'd longer but they don't look dry or wet. Shake that jar and see how long the recovery takes.

I used rye grain for these jars. I gave them a shake a few days ago and they seem to have recovered nicely!
