the first two pics are Peshawar (white seed, white flower). the next picture are Khandahar Afghan (from the Arghandab valley, orange/brown seed, pink flowers with white basal blotch) and a Turkish industrial cultivar (white seed, white flowers).

When is it safe for my sprouts to dry out? Like few weeks it be warm and what then? Think they be big enough to survive?

Once they have sprouted, just let nature take it's course with them.
you just need to keep them moist at all times, to get them germinated.
I have not watered my outdoor sprouts one single time, since they sprouted.
However, if it gets too dry, and there is no rain in your forecast, go ahead and give em spray

I like to see the sprouts have some lettuce going on before i let the surface go dry. Once I see lettuce I know they are pretty well established and don't need baby sitting. Growing in arid regions can be rough initially, but I think they like it later on in life.

Yeah, if you live in an arid climate best to take POW's advice.
It's super humid at all times' here, so I can get away with not watering my plants as much.

will do i got an anecdote regarding poppy germination and moisture. gave my homie back in the sierra foothills some seed to start his own poppy garden, he sowed them in late january. i told him that if it was going to be dry he should water them every day until they sprout. then came the driest february ever recorded in parts of northern california, not even a trace of rain recorded where he lives. he would water the plants daily but by the time he got home he said the soil would already be dry again from the sun, wind and low humidity. then in march came a wet pattern change with constant rain for a few days straight. he said the poppies sprouted within a week of that pattern change.

I'm in zone 5b-6a region. I just got a gallon water pump sprayer thing from walmart and it sprays a fine mist under pressure. I love it its perfect. I watered this morning and then again this evening and there are a lot more eggs hatching since earlier. That extra water this morning really made them girls eager.
I'm so stoked to see these ladies bloom.

Yes, sometimes poppies will just wait, and germinate when the conditions are right.

If that's in regards to this year....yea it was crazy dry this February around here, real warm too and real low humidity for the season. In my area specifically (northern/central cali) we didn't get any rain in Feb or January, just a bit back in late November/early December. Got a decent amount from some storms last month, and there is a decent looking storm coming through this weekend.
Surprisingly, considering how relatively little rain the state has received this year (about 50% of average), things are pretty green and there is a lovely spring flower bloom going on right now in the sierra foothills...After the storm this weekend, the sierra foothills/hills through out the state will be totally poppin' with wildflowers next week.
My oldest/largest poppies were looking a bit wilted & drooping earlier today. I didn't think the soil had dried out that much already but I guess so. It has been a little warm the past few days and windy/low humidity and the plants were likely chugging & transpiring a lot of moisture. Gave em' a drink and they perked back up after a few hours.

Well, I put my container poppies in my flower bed, all spaced out nicely, and the birds dug massive holes in the soil, and plucked most of the sprouts out while I was gone to work 
I manged to salvage some, and I put some other flower seedlings in the place of the ones that perished though.
I also put some chicken wire over the top to keep them out, and now the slugs are having a feast!
Not looking good for me this year for that bed.
On a side note, the poppy beds that are mixed with other wildflowers, haven't been touched by anything, go figure!
I'll post a pic soon.

I had to put a bunch of really tiny seedlings outside to make some space for other projects. I checked them today and theyre bouncing back but I don't know how long they'll make it.

Dang, that's a real bummer .
I had to deal with some birds the last couple years pulling up my melon seedlings, or that's what I assume was doing the damage. I never caught the culprit in the act.
When sowing poppy seed outdoors I've had to deal with ants the last two years...I've seen ants remove 100s if not 1000s of seeds and clear out an entire patch of seed within just a few hours after the seed was sowed, after not a single seed is left on the soil surface, they remove them all. (I didn't think ants had any use or way of consuming a poppy seed , but they seek them out very quickly and move them ALL down into their colony).
I also had to deal with my neighbors chickens getting into our yard and scratching about in the areas I sowed seed...Last week I caught one of them in one of my fenced off patches and it did a tiny bit of damage from scratching & pecking around, I lost maybe 3 or 4 plants...I don't care if my neighbors chickens are in my yard during the fall/winter, but when it comes time to sow seed and get the garden going they'll piss me off.
My dog also got into one of my small patches last month and dug around a little when the poppies were just little seedlings . I have a make-shift fence around my main patch to keep the dogs & chickens out, once the plants are a little bigger I'll be removing the fence which will give them a bit more sunlight.
I've been spotting snails/slugs around my plants the past couple weeks, but no major damage. I actually haven't spotted any slug/snail damage but they are definitely around, I think they're mostly munching on the older/lower leafs.
This is actually a topic I was going to bring up...pests.
As far as insects & what not...Last year some of my poppies got aphids on them but it was when they were getting close to reaching peak ripeness/end of their life so it wasn't a big deal.
There are a lot of gophers in my area, I'm just hoping they don't locate the poppy patch and/or they don't have an appetite for poppy roots. The past few years I've relocated a bunch of gophers from my yard to local "natural" habitats. I try not to kill something if I don't have to, but this year they seem to be out of control/increasing in population so I may end up getting some traps.

Yeah man, it seems like you got it much worse than me, as far as pests go.
I do get aphids bad though, and instead of gophers, I have an infestation of moles that dig, and tear my plants and their roots up.
I have tired for years to grow sunflowers,and the moles dig around their roots every single time, and make them topple over.
I grew them along the fence this time, so I can tie them to it.
I don't use any kinds of pesticides, so there isn't much I can do but let the insects have their way

I like taking brown paper bags, rolling them up and wetting them. You put them laying down in your garden. You can kill thousands of pests this way without the use of pesticide.
A lot of bugs will be out all night, and go into the wet bag cavern when the light starts coming up. It will give you a nice sample of what you have to deal with, and a nice easy way of disposing of insects you do not want in your garden.
