Agar -> grain stalling, almost 1 month

I transferred agar from clone tissue into jars about 25 days ago, and I'm seeing less than 10% growth of mycelium in the jars that I have
Is this normal?
Here are the conditions: - SFDs on the jars - Jars were prepared about 2-3 months ago with whole oats - Humidity is ~30% and temperature about 20-25C (68-77F) - Placed near a light

You should be able to shake by the two week mark in most cases (PE is slower), those jars are probably not going to finish but I would shake them and see what happens, post before and after pics for troubleshooting......

That does seem a little long but it could be the jars are too dry/wet slowing growth. Need pics to see what’s going on. What kind of light and how close maybe that’s doing something? I dropped A2G last week and just shook today hopefully they will finish up in a week (maybe 2 it’s Pe, even tho the Pe I’ve been working with is super fast so far) forgot to take pics the past couple days but these were a couple days ago

Could be a couple of things
Jars prepped too long ago and lost moisture or have too much.
Bacteria
Placement/size of agar
Was the plate fully colonized?

One strain is PE and one is Burmese.
I suspect that pictures won't be too useful because, well - there's not much to see. The mycelial growth is fluffy and very small. The light is a multi-tube fluro about 2 feet from the jars, which is where the temp reading is taken from as well.
I'm leaning towards too-dry grain, although the grains did have aluminum foil over them while they were being stored. That time coupled with SFDs could have led to moisture loss.
Although Boddhisata says that too-dry grains are never a problem in his grain tech.

The agar grew reasonably quickly, the plates were almost fully colonised in most cases (at least 50% colonised in all cases). I took triangular samples with sides an inch long. I didn't notice visible bacteria, I will do a smell test though and see.
The agar did curl up within a few days after laying on top of the grains and looked visibly dry. Since then I've replaced the alu foil over the SFDs.

Def don’t need the light that close. Don’t know if that’s really doing anything but it’s def not necessary I would at the least, double that height from the light to jars. Just my 2 cents it’s hard to say much more without pictures!
