ghost peppers honestly don't seem subjectively that much spicier than habaneros to me

Depends on where/how they were grown. I grew some reapers that had the heat of a bell pepper. I cook with thai chili's all the time and they're super unpredictable with their heat levels

popeyes chicken has ghost pepper chicken, I just got normal spicy though, because I had to share with my girlfriend who dosnt like too spicy, but I imagine if its sold at popeyes its probably still edible, I dont even like too spicy either, the most heat I like is putting some pickled jalopenos on my burger, or using some franks hot on my rice

Not actual ghost pepper. If it is it may be like 0.00000000000000001 percent of one. Actual genuine ghost peppers are too extreme for the vast majority of the public and aren't going to be casually added to anything on a fast food menu.
It's like when you go to some burger place and they have a "wagyu" burger for $10 bucks. It's not real Wagyu if it isn't reflected in the cost, which is almost certainly going to be enough to make one want to run away from the menu

I top out at jalapeño's. I did grow some myself that went much spicier than the ones you normally get. The trick is to not water them much and let them ripen red. Also if you leave the seeds in then they are spicer too but I didn't want seeds.
