If my address was being watched then I would give up the idea of buying anything off the dark net for quite a while. Especially if ordering off the dark net was what caused my address to be watched in the first place. Eventually they will stop watching your address but only if you no longer give them a reason.

Not True. Doesn't cost them anything to have your address flagged in their computer. You're done receiving illicit packages safely.

I dunno what to tell you man. You can ask a friend to receive packs for you, but that comes with it's own risks and costs.
At all costs I'd avoid using a fake name or fake documentation to set up a PO box or anything of the sort. It adds no protection and if you do get popped, it will add fraud charges to everything else.
Even if you move, when you fill out a change of address with the post office so you don't miss any important mail you'll be giving them the information to update their flag for you. You can't avoid it by not submitting the change of address either because when you get your drivers license with your new address you'll be giving the man the same information. There's no guarantee the different agencies will be communicating regarding something like that but I wouldn't discount that as a distinct possibility.
Sorry to say, but I truly think you are just done receiving illicit packages safely.
