They should sell them at the entrances and buy them back for half price at the exits, then sell them again at the entrance.

One time a woman at the Walmart parking lot asked me to bring her my cart. I said there’s plenty inside, you know. It turned out she was handicapable and needed the cart in lieu of her walker. I wasn’t trying to be a dick. I just didn’t understand her situation for that split second. Man, she went off on me like a lunatic. Of course she knows they have fucking carts inside and goddamnit this and goddamnit that and I was a big stupid selfish fuckhead asshole. I tried to deescalate her because I felt bad about her predicament but she wasn’t having it. No matter how I apologized she wouldn’t let me bring the cart over. I hope she made it into the store ok. To this day I’m still worried.

There are various indicators of a persons integrity. Doing something that helps others with no expectations of anything in return are among them. No, not every person fails to return carts because they lack integrity, but it is not a bad rule of thumb.

For just that split second it sounded to me like she didn’t know they had a carts inside. I thought it was easiest for her.
