Pink Floyd - Vera: The meaning behind it?

What is the meaning of this song? I can't seem to fully grasp any sort of significance or definition of even the title. Anyone help me out here?

I think it's about a popular little ditty during the WWII era.  The song itself ".....we will meet again some sunny day....." was all bouncy and happy.  It was sung by a flapper woman named Vera Lynn.  I'm not entirely sure about this though.  I think Pink is wallowing in nostalgia or just being ironic about how optimistic people were right before a massive devastating war.  Doesn't the song come shortly before the big fierce negative part of The Wall begins?
