...and if he's all powerful like everyone claims, please explain why he didn't change the constitution to give the president MORE power and MORE successive terms in office?

For at least the 3rd time, how would these changes help him hold onto power, instead of changing the rule to allow president to serve more terms?

The article in the OP explains. Just about every article I’ve read does as well. Why not read up a little instead of asking your either disingenuous or naive question over and over. Putin has been gaming the system for his own ends for more than two decades. He’s a dictator.

Putin is saying the citizens will have to vote for the changes. If they don't like it, they don't have to vote for it.

Now why don't you answer the question of how Putin stays in control if the people vote to give Parliament more power.

Ok. He is giving powers to a committee of a dozen or so ministers and lawmakers, which he will head starting 2024. Said powers include appointing the PM, going to war, and approving/blocking laws BEFORE the president sees them.
It’s all just a precaution for the future, in case a real thread (Navalny or his ilk) ends up president. The current gov is entirely in Putin’s control already, regardless of his title.
Another motive is to put on a show for his own people. This year, more Russians than ever came out in various gov protests - and were jailed by the thousands btw - and Putin hopes to give the appearance of a gov overhaul. In truth, most of the people who “resigned” (as if they had a choice) will be reshuffled into the “new” gov.
