Any city these days will have a ton of entry level IT jobs. I think it would be madness to move based on that requirement.
Now if you were talking high level/niche IT jobs (such as my own) then one HAS to go to whichever country/city offers said niche opportunity.
But entry level IT is required in every single office building you lay eyes on...

I'm not based in the states but you can probably find entry level IT jobs in major cities within California, or DC.
If you are feeling like a move to Canada you can check out Edmonton, Toronto, Ottawa, Montreal. Potentially Vancouver in BC but it can be pretty expensive to live there. You can also check out suburbs around Vancouver.
Basically any major city in any state or province in Canada should have pretty good entry level IT jobs.

Maybe if you want to work with windows XP. In like 2014 after Windows XP was EOL'd I ended up in the hospital with a broken arm. While I was there I saw their computers running Windows XP, and in my stoned, opiated brain I was almost yelling at the nurses to let me talk to their IT department about how insecure windows xp is and I don't want my patient data stored on windows xp

Honestly for most people windows is the way to go. Linux is not worth the trouble unless you have a very good reason for using it. Plus there are some things windows trumps Linux at, like gaming for example.

Thankfully nowadays I believe you can pay microsoft a fuck ton for them to patch your windows XP system. IIRC they setup some kind of deal with banks and industries still dependent on XP.

Another good location is anywhere major IT companies are based. Things like Rogers, Comcast, Telus, AT&T, etc... will have loads of entry level field technician jobs.
