You have weeks to learn and memorize all the answer to a test.
That kinda like cheating right? You get to the test and you know all the answers to the questions you might be asked.

No. It's not cheating.
The point is to learn it. To remember it.
That way when you take an actual test on the subject, you're able to answer the questions off the top of your head.
Cheating is having to look up the answer during the test, or being given the answer from someone who does know the answer when you don't. Or whatever other avenues of actual cheating.

Yup, exactly. Studying is not cheating at all. Its just the best process to learn new information. It takes self-initiation, self-discipline.
Cheating is the shortcut. Studying is the longway (best way). Its against the ethics of school to cheat on a test. If you get caught studying, you're not getting in trouble.

If studying is cheating, then what is playing by the rules? Study -> Learn -> Knowledge ... and then you apply that knowledge when you take the test.

Studying from a test if you're not supposed to have access to it is cheating. Studying from a past test you're allowed to have access to, and just happens to be pretty much the same as what they'll be using again, isn't cheating but it's pretty lazy on the part of whoever chose to reuse the test.

I’m of the opinion that studying/practicing IS cheating. And as a very honest person, the first time I took my driver’s license test was the first time I ever operated a car. I failed of course, but I had an idea then of what I had to do. Only took me like 30 more tests until I got my license.

The key to your question is in your wording. "Might be asked". That's pretty much any test. Not only is studying for a test not cheating, it's expected.
Now if you knew the exact questions that would be asked and only memorized those answers, then yeah, that is pretty much cheating. UNLESS everyone else ALSO had access to that same information.
When I was studying for my radiation safety course, they told us everything that might be asked in the test. It was a 40 hour class where they just crammed in every relevant thing they could. Everything from basic nuclear definitions to formulas to determine distance and shielding needed to drop a given mass of say, Cobalt 60 to an acceptable exposure level.
I ended up being the highest scoring person in the class by a long shot, not because I cheated, everyone else had the same opportunity to do what I did. I committed it all to memory because I had no idea what was going to be asked and what wasn't. But I knew everything that was going to be asked was something they taught us in that class.

Real study cheating is reading/reciting the whole subject text book with amphetamines the day before the exam. You'll be able to recall it really well the next day, with a little bump in the morning to get you going, but a week later that shit has just evaporated.
I did that with a compulsory media law subject that I didn't turn up to any of the lectures. Lectured the whole book to three mates the day before over a massive plate of methcathinone. Aced the the exam.

I had a teacher in community college that would "Drill Down" on the test the day before he gave it.
"Drilling Down" consisted of him reading the questions on the test in order, and then asking for an answer, and if some one answered correctly, he would tell them they were right. All we had to do was take notes, write down the answers, and memorize the answers to the questions.
People would still fail the tests, or barely pass.

Studying is what you're supposed to be doing anyway whether there is a test or not. If a test forces you to study, then it's probably doing a good job. Tests really have two purposes: to make sure you have the knowledge you're supposed to by the time you leave the class, and to force you to study (which you're supposed to be doing anyway, but you probably wouldn't do it as much if it there were no tests).
One of the whole points of going to college at all is to (hopefully) study and (hopefully) gain knowledge.
Unfortunately, the effectiveness of tests is not very high, but it's high enough that they've been around for hundreds of years.
