and drug and alcohol tests every week and have every inch of their lives researched/background-checked/scrutinized with a fine-toothed comb

It would be except lie detector tests are unreliable, and I suspect politicians would be among the most highly skilled at beating them.

I would suggest torture but gitmo has shown that doesn't work either.

What about the tests they used in John Carpenter's The Thing. They could do them during debates and see who turns into a writhing mass of squiggly goo.
