If I understand the law correctly, that is legal, but without a serial number, there is no way to transfer it legally, even if you die and someone inherits your entire estate, they can't legally own it. At least not the part of the gun that is legally the gun part, anyway.




In my state no one from the government comes to see how "legal" the inheritors are, likewise if it is unregistered it's pretty unlikely you would register it. Just say you built it and you're good to go.

If you buy an 80% completion and you didn't use your name, any cards with your name or your address nobody would even know you had it.  The person that gets it next nobody would know either.

I don't even see a lower receiver in that pic. could have it shipped anywhere.
