Pressure cooker question 1

I am using 2.5qt bags in a pressure cooker. I put jar rings on the bottom to raise the bags up slightly.
The water level when heating is reaching the top of the bags, where the filter patch is. I have them folded and taped up. The filter itself on some of the bags is getting wet.
Is this bad will too much moisture get into the bags this way? Should the water level be lower? I am worried this may put more moisture into the bags than needed.

Use 2-2.5 qts water.

OK i thought it was required to use at least 3qt at all times. I will try 2-2.5

Thats what Presto recommends and I would just raise it higher with lids and use the three quarts. Im sure plenty of people use less water though.

yea my pc is stuffed to the max. I fit 10 2.5qt bags in it. So I cant raise them any higher without having to do less bags. I think 2qt would work.
why are the 41 qt pressure cookers so much more expensive? They're around $400-500
