$105 million.
Nobody knows why either. I think speculating is fair game at this point.

Lebanon is on the verge of forming a new government, as protests against austerity have ground the political system to a halt.
I’m sure Trump is withholding support until this all shakes out. Wouldn’t want a Lebanon with US weapons that will actually defend itself from Israel.

Historically when smaller countries can't get aid from the U.S., they get it from Russia/USSR. That's what happened with Cuba, and it pushed them to the far left. There are reports that some fear Lebanon is going to reach out to Russia.
Countries like Egypt and India became very adept at pitting the superpowers against each other.

China is doing a bunch of imperialism in Africa by giving aid and building roads and dams and such. The IMF and World Bank are extremely low bars to clear.
But it begs the question: is the world more or less stable with a reduced US influence? Arguments could be made for either side and they’d be valid.

Due to their increasing economic dominance, Chinese influence over many parts of the world is something we are going to have to get used to.

First less, then more.
When US influence is significant worldwide and competent, then less US influence results in less stability. As US influence falls, becoming less competent and more grabbing at straws, stability begins to increase as the US loses influence.
