yes, shure, we had minus 7deg C already this november..... But from mai-oktober she is standing outside and she likes it ... My San Pedro doesent like it so much outside

It's not growing man. It's etiolating beyond comprehension and is desperately trying to reach for light.
We can help. Follow the advice given above. It needs more light at the very least.

At least, they both had arms, which usually takes about 100 years to start growing , according to the ranger. Here’s a few more pics

Yeah. Got to be in the 150 year old plus range. Largest one I've ssen is in cultivation and that's 80 years of age. It's not grown any arms yet.

A couple years ago I yoinked a seed pod off a grocery store Gymnocalycium mihanovichii and sowed the seeds. Got a few normal seedlings, most of which have been given away. I was also lucky enough to get an amazing crest mutant:

So one of my mammillarias is fairly yellow and I thought it was just getting too much sun but putting it in shade didn't turn it back to a dark green, now I'm thinking it might be deficient in chlorophyll. Thoughts are welcome!

sorry if too close 
DW possibly you have a variegate too (which yeah means it is deficient in chlorophyll i guess) - just check etiolation and rule it out.. apparently you tried ruling out chlorosis.
If it reacts very differently to others which should have the exact same conditions, that is suspicious. But if you have other cacti also getting half pale and not growing, your lighting may be too weak.

Not those.Those are the Santa Rita prickly pear.(Opuntia gosseliniana?)
