I am so confused now I went ahead and put more solder where it looked like it was missing even though it had a connection with a multimeter and now all my buttons are acting like the mode button.

Also, you have much flux on the board, so when measuring try to poke with you probe so it really touches the metal instead of flux on top.

I don't know how but all the buttons are acting the same now like the mode button.

They act as mode because code checks mode button first.
So, it means all buttons somehow interconnected and when you press any button, mode button is pressed.
We need to find that "interconnection".

The buttons are supposed to be connected to the ground of the uno correct

Yes, they connected correctly.
22 Ohm is extremely low, They are shorted.
Please move you multimeter into range 200 Ohm and measure to be sure. What it shows?

Also, 5V and 3.3V on converter board should not be connected together, please ensure this:

my meter is cheap and it automatically selects. The 3 and 5 volts are not connected. I was very careful and made sure things were not connected with my meter before I proceeded.

Is it Ohms or kOhms or MOhms?

Or just make a photo of the reading on multimeter.
Remember, boards must be disconnected from power.

I measure the bottom 2 and get 22 k ohms and when I measure the top 2 I get 40 k ohms
