A few burst grains in bags is somewhat normal .. you really need to dry the grain alot more in bags then for jars ..

I find that a 24hr soak helps with burst grains, but as Boog said the grains need to be almost completely dry... Moisture builds up quick with that much grain in bags, if too much is left on grains before pc'ing you can count on a bag of slop

So, this is my rye bags. The parts that aren't around the exposed outside (so you can see where the back of the bags were touchign where it says "no wall") are fine, and even right behind the over cooked outer layer it seems good. You can also see that the top grains are a little over cooked too. Basically, the outer layer of grains over-cooked. Trying to fix that.
As for methods: 18-ish hour soak. 6 hour dry while shaking them up every hour-ish. The grain seems fine except for the stuff on the outside of the bag. They still even seem good to use, just ... want to improve. It is possible they were slightly "too wet" still. I wouldn't say they were paper dry, but also they also didn't get a significant soak.
FYI: The bags are totally fine coming out of the PC, nothing melted or stuck together, only worried about overcooking the outer layer of grains.

So I used an LC and I think I should have let it colonize longer. All of the jars have growth but like barely any. Maybe it's because I shook afterwards. One has growth literally everywhere so I suspect it is contaminated.

What I meant was would it be a good idea to put the plate I transferred from into some oats. It doesn't look like it has contaminated at all after I took the transfers from it. Perhaps it is still viable to throw in some grain.

Here are the two plates I took some transfers from on 8/24. They still look pretty clean imo.
 
Here are some jars I believe are just about finished colonizing. They probably came out too wet, it was my first time prepping oats. They are MS PE inoculations (blasphemy, I know). There were inoculated on 8/12. How are they looking? I believe there is some bacterial growth going on in the jar farthest to the right in the first photo..

as long as nothing is fruiting or in tubs at the time, would you agree that there isn't anything real sketchy about spawn jars and agar plates?
some things came up that have put the security of my space at more of a risk, so now I am going to doing more edible stuff to keep from going stir crazy.
I want to maintain my cultures though, and I have some dropped to grain already
I can fruit elsewhere, but to restate, there isn't anything real sketch about spawn jars and plates is there?

Look up your laws in your state or Provence. Depending on where you are they might not be totally illegal until actual mushrooms are being produced.
