Reforming weed laws is gaining momentum in Congress.
Some want lawmakers to focus pot law reform on racial and social equity.

U.S. lawmakers weighed reforming pot laws in what advocates called a "historic" hearing Wednesday, with numerous members of Congress saying they wanted to loosen federal laws, even legalize marijuana.

"Marijuana decriminalization may be one of the very few issues upon which bipartisan agreement can still be reached in this session," said Rep. Tom McClintock, R-Calif., adding "it ought to be crystal clear to everyone that our laws have not accomplished their goals."

Eleven states have legalized adult recreational use and a majority of Americans support legalization. A number of bills are on the table that would reform federal marijuana laws. The House Judiciary Subcommittee on Crime, Terrorism and Homeland Security sought input on how to reform federal laws in a hearing Wednesday titled "Marijuana Laws in America: Racial Justice and the Need for Reform."


"There is a growing consensus in this country that current marijuana laws are not appropriate and we must consider reform," said Rep. Karen Bass, D-Calif. "Today's hearing is a first step in that process."

Despite the optimism, lawmakers did not appear to have a clear consensus on the best approach, such as whether to give states the right to legalize on their own, remove marijuana from schedule 1 of the Controlled Substances Act, legalize it or include promote social and racial equity in marijuana laws.

The STATES Act is among the most popular cannabis bills. It would amend the Controlled Substances Act and exempts state-approved marijuana activity from federal enforcement.

Proponents say the legislation would eliminate federal concerns in states where marijuana is legal. Yet some say the bill does not go far enough because it does not address any racial or social concerns.

"We need to reinvest in those individuals and those communities that have been disproportionately impacted [by marijuana prohibition]," Baltimore State's Attorney Marilyn Mosby told the committee. "The STATES Act does not do that, and that's one of the reasons why I'm opposed to it."

Malik Burnett, Chief Operating Officer of multi-state cannabis operator Tribe Companies and former cannabis policy advisor, warned lawmakers that while white people are making money in the growing industry, minorities in other parts of the country are impoverished because of drug policy. Representatives asked for suggestions on policies to combat this.

Rep. Matt Gaetz, R-Fla., a co-sponsor of the STATES Act in the House, urged lawmakers to support the bill even though it does not go as far as some would like, saying it could be a first step toward legalization.

"My deep concern is that concerns over how far to go on some of the restorative elements in our policy could divide our movement," he said.

Justin Strekal, political director of the marijuana advocacy group NORML, applauded the subcommittee for holding the hearing.

"Today was a historic day in the fight to end federal marijuana criminalization," he said in a statement. "Members of both political parties demonstrated a desire to reform our nations failed policy of prohibition and the only disagreement was how, not if."

But even if reform gains momentum in the Democratically controlled House, it's likely to face a tougher battle in the Republican-controlled Senate, where Majority Leader Mitch McConnell opposes marijuana legalization.

Plenty of white people devastated by the drug war too. But its like a non-issue or something. Collectively considered too "privileged" for that to matter? Even if some of us arent even actually "white", are immigrants, etc etc. Its just another kind of white-wash

Getting so tired of people not legalizing because not every single issue is addressed. How horrible is it that white people run most dispensaries. We cant have that, so keep it illegal!

I actually read an article yesterday where alot of black dealers are completely against legalization. Esp in places where the black market is booming, like nyc. But id rather have a choice than random strains, random edibles, and many many fake pens. Real medical pens are like fucking $72 for maybe 300mg actual thc (usually with cbd also)

Meanwhile some states do what i think is right and retroactively update things like that. One step at a time

Otherwise itll just never happen. This bill isnt good enough, blahblahblah. How bout create an outlet where people can get non-poisonous pens. Since thats def the most common form around here

Yep, lot's of growers that banked on 'medical' in cali, complain about legal mj.  They used to make good money, on a limited legal situation. 

It's a matter of time until legal.

i'll believe the legalization when i see it lol. the main problem with the idea is that the gov fucked things up horribly all the way back in the 70s (thx a bunch nixon, you fuck). so they basically will have to pull the prison system inside out knowing full well that what they did was propagate a corrupted system where innocents were wrongfully punished for something that is/was/always will be pretty much harmless.

cannabis prohibition is misguided, the war on drugs is a farce, the people who made it that way are the REAL criminals and they're who actually belong in prison! they're just trying to "run out the clock" on the timeline (aka their lives lol). they think they can keep pushing this off until after they're gone and then we can deal with the mess.


fuckin' white people, humanity could have always done things better WITHOUT the oligarchy of wasps. you're fucking kidding yourself otherwise.

In NYC, the main reason legalization failed is because people of color didnt support the laws. There was this "in other legal states most dispensaries are owned by white people, thats not fair, we could keep slinging just fine as it is instead of give the business to whitey". Lawmakers supported this attitude and didnt pass shit except decrim maybe for the 5th time (wtf? This already happened in 77). They were interviewing the top NYPD chief "what are your thoughts on marijuana legalization" and he was like "i know its coming, i just worry about traffic accidents and kids under 21, and in new york we have lots of people, not everyone likes to smell pot wafting in from downstairs. So would we have to get a contact high now with no recourse? I dont think thats right. But we just enforce the law, we dont make it" (paraphrased).

Jeez, i hate when they oversimplify like this. In my old neighborhood, you dont have to be black to be harassed by cops. You just have to strike them as someone who may have a dimebag on them. The thing is, for sure some neighborhoods are worse than others. But its not just a black/white thing. There are many normally distributed race neighborhoods that have bad reps so they have increased police presence. The ones near me have nothing to do with color of skin. Youre much more likely to be searched because of a pot leaf shirt than black being your skin color in my city.

But this is the media narrative and they run with it. In my state it led to rec legalization failing this year. What, "keep whitey under control" needs to be in the first legalization bill? They dont even know where to allocate the funds. How bout first legalize at the state level, just CSA-wise and then address social issues. As it is now theyre banning cbd edibles and theres only a super expensive exclusive medical system that few people use
