A powerful congressional committee is expressing concerns about barriers to marijuana research created by the drug’s Schedule I status. The panel also called for studies on CBD and kratom as potential alternatives to opioid-based painkillers in its supplemental report on a spending bill released on Wednesday.

Some of the language around cannabis research has previously appeared in House and Senate Appropriations Committee reports on the relevant legislation, which is meant to designate funds for the Departments of Labor, Health and Human Services and Education.

The House committee said in the new report that it is “concerned that restrictions associated with Schedule I of the Controlled Substance Act effectively limit the amount and type of research that can be conducted on certain Schedule I drugs, especially marijuana or its component chemicals and new synthetic drugs and analogs.”

"At a time when we need as much information as possible about these drugs to find antidotes for their harmful effects, we should be lowering regulatory and other barriers to conducting this research,” the committee wrote.

Further, it directed the National Institute on Drug Abuse (NIDA) to “provide a short report on the barriers to research that result from the classification of drugs and compounds as Schedule I substances.”

The head of NIDA acknowledged in April that the scheduling status of cannabis under federal law inhibits research.

Elsewhere in the report, the committee stated that it is “concerned that marijuana public policies in States (medical marijuana, recreational use, etc.) are being changed without the benefit of scientific research to help guide those decisions” and that it “encourages [the National Institutes of Health] to continue supporting a full range of research on the health effects of marijuana and its components, including research to understand how marijuana policies affect public health.”

But while that language isn’t quite new, two sections on kratom—a plant that produces painkilling effects and has been touted by advocates as a potential alternative to addictive prescription drugs—are.

In one passage, the committee requested that NIH “expand research on all health impacts of kratom, including its constituent compounds, mitragynine, and 7-hydroxymitragynine.”

“The Committee is aware of the potential promising results of kratom for acute and chronic pain patients who seek safer alternatives to sometimes dangerously addictive and potentially deadly prescription opioids,” the report states.

Additionally, the committee noted that “little research has been done to date on natural products that are used by many to treat pain in place of opioids. These natural plants and substances include kratom and cannabidiol (CBD).”

“Given the wide availability and increased use of these substances, it is imperative to know more about potential risks or benefits, and whether or not they can have a role in finding new and effective non-opioid methods to treat pain,” the committee wrote. It recommended an additional $3 million in appropriations to tackle such research, which should be allocated in the form of center-based grants “to address research which will lead to clinical trials in geographic regions which are among the hardest hit by the opioid crisis.”

Missing from the report and the related legislation is a provision that would protect universities that conduct research on marijuana from losing federal funds. A bipartisan coalition of 26 lawmakers sent a letter to the House appropriations subcommittee that handles the bill requesting that such language be included. But the provisions ultimately were not added into the bill as introduced.

“Our constitutional framework has afforded the whole nation the chance to allow states to differ on many matters of public policy, including cannabis,” the letter stated. “As a result, that same framework should be extended to the protection of research of cannabis at higher education institutions.”

That provision or other cannabis amendments could still be added during Wednesday’s full committee markup or later when the legislation is considered on the House floor.

For now, the bill does, however, include language that has been inserted into spending bills since 1996 that that prohibits universities from using federal dollars to promote “the legalization of any drug or other substance” in Schedule I

Let the Nixon era administration end.  He did so much for this country like Trump is doing now.:rolleyes:  Common sense really has no place in America and is inane as fuck.  For those that have suffered from those scheduling laws as I have, plus whoever later on came up with drug free zones though everywhere is a drug free zone I feel for you.

All appetite and no taste as a person who bought two islands and lives in France said when asked about America.  And with global politics and militarily compared it to a dangerous puppy.

why did they throw in kratom? sounds like a ploy to get support to criminalize kratom. the real scientists have no problem experimenting and conducting research. anyone can source these drugs for themselves with out putting big brother into the equation. kratom isn't scheduled how do we need to lower the bar?

Without any tolerance not sure how true that would be, but I agree it's at least a safer/less potent alternative to harder opiates. I've always wondered if opium were available to the public, or growing poppies to harvest were legal if it would reduce deaths from the opiate crisis :strokebeard:

It's really just suicide(opioids are just the weapon of choice) people scapegoat it, SSRIs for opioid addicts IMHO. one friend who has been dealing with opioid addiction since middle school(never shot up I believe) said naldrexton destroys opioid receptors. so people need more to get relief. When I get tolerance I usually withdrawal might be the difference. I never have bad withdrawal except one time but that was vicodin not opium Id get withdrawal after each pill

Ive had opium smoked with zero tolerance at fucking hershey park when i was like 15. Ran into a group of stoners older than me waiting in line for the rollercoaster Great Bear. They were like "hit this, but theres still some opium at the bottom". I tried to impress them with a dimebag, they whipped out a literal branch covered with buds (prolly Q or so)

Then i heard my first ever real acid trip stories, and the girl with them was "playing with herself on webcam for good money" (this was still the early 2000s at latest, def internet 1.0)

It is good to have integrity.  There is some shit I just don't want to hear.  There is so much in when using so many drugs and I have done pretty much all of them but always if it came to sex no.

It fucked up a woman that was raped when blacked out that was a good friend and changed her forever.  Porn, sex trafficking, etc.  I don't want it in my head.  I don't do the dark web.  I like my dreams.  I don't have nightmares anymore.  I like a good story or movie but I will stick to Gaiman and King for such things.

God the vibe, it feels like a vibrational muck stuck to one that one has to shift the mind frame and energetically cleanse.  It is emotionally toxic.  And anyone that would fuck a blacked out women I would seriously beat the shit out of.  It is worse then fucking a corpse.

Wish I could of done something for here.  She could outdrink us all but broke her ankle skateboarding and got on the painkillers with alcohol.  Shifted her whole life projectory after that and I miss her.  I would of thrown that fucker off and beaten him deeply. 

Lol.  Call it gallentry or whatever.  I have a different view of what that means.  She was my brothers girlfriend.  Who the fuck fucks a blacked out woman?  Seriously?  How do you feel when you get your erection and cum into her and what does one think of oneself afterwards?  I don't get it, and maybe it is best I never can get that level of consciousness, the ugliness of it. 

Partying is fun.  That is a whole new level.  I wasn't there when it happened years ago.  I just miss her in a friend way.  it hurts.  Many don't understand what it does to a person. You can't save everybody. 

Shit, almost two a.m. and things to do tomorrow.  There are just some people in life and is especially rare with women that one realizes why one is very cautious with friendships with them.  It hurts deeply.  Such a different dynamic of friendships with males and females.  Especially if on lsd with them or other substances.  One cares a lot more.

So it's always blown my mind to see the willful ignorance towards opioids/opiates

Youve got people here who google so well theyre having honest conversations about string theory and deep political/philosophical topics, but when it comes to opiates the kids sound like they just sat through a DARE program

Rant over, i just cant wrap my mind around placing qualities on "things" as if opium chooses to be "good" or "bad"

As far as hard drugs opiate are amongthe safest and easiest on major organs

On its own its difficult to OD, and not to mention, its a SPLENDID medicine

i think of a kid dying in fallujah with his legs blown off and the medic comes over and says "get em some kratom and an edible!"

I prefer it in non pill form.  Making tea of it.  But you want to make an extreme example like its the Vietnam war or something for the few that volunteer and get hooked on the pills and go to heroin.  In Nam they just smoked it and came back hooked. 

What is the percentage of people that serve in the armed forces compared to the U.S. and deaths each year?  Not to mention the guy serving up his drugs and how he promoted the doctors to prescribe it is going to federal prison.  You have no idea how hard it is for that to happen.

But bring up someone I guess as an example bringing up a man I guess getting hit by an IED and his legs blown off.  Then mock people as idiots for using Google?  Really?  Dumb.

They're not idiots, n i said the irony is getting so good at receiving second hand knowledge/youtube vid knowledge, and still going on to read these dudes on a drug forum bash a substance and being "too scared to try", but they ate nbomes n whatever else but dope is at fault, its just so funny to me, i read their posts like most here read posts about psychedelics in the news forum, for the most part, people who takethe time to write are usually full of shit

You can't shoot Opium, eating it has shit BA, and you have to smoke a lot of it. So yeah, raw opium, would be almost impossible to OD on accidentally. Naive or not.

I think for any serious pain nobody is gonna say "get them some kratom and an edible! Stat!"

The opioid problem is more about back aches when you can use lidocaine patches and ibuprofen as well. Also i read a study that surprisingly said alot of major pain is helped more with ibuprofen than with opioids. Depending on the part of the body.

Its about people getting hooked because of using it from their dentist or whatever pain they could have dealt with without a full agonist.

I think some of the most dangerous shit is that Vicodin with tiny amounts of hydrocodone but ALOT of APAP. Like say 7.5/750mg. So if someone needs 30mg in one dose, thats already the maximum amount of apap for the day pretty much

People who either really need it for pain OR have withdrawal so they just take them (most people dont actually do CWE it seems to me). This seems pretty damn dangerous. The ones that are 10mg/300mg are at least a little more reasonable, but no matter what opioids should never be combined with apap in one pill.

Why is this even a thing? Seems to me it just makes them schedule 3 so the pharmacy prescribes them easier than something without apap
