Tops of jars not colonizing [w pics]

I've been growing my first set of jars for a while now. They were inoculated in early February and now its mid April. Initially I didn't have the correct conditions for colonization so they stalled and then I figured out that I should probably put them in a warmer environment. Now it seems they have stalled and the tops of the jars are not colonizing properly as so:

There are varying degrees of how high the colonization goes but this is the trend for most of the jars. Based on previous threads, I'm guessing that my substrate has dried out and is thus unable to sustain further colonization. How should I proceed?

Is that your dry verm layer? It doesn't colonize. It's just a filter layer.
Also, you didn't need to leave that foil on, which probably slowed down your colonizing a little.

I use these jars myself, they actually never contaminate <3 . Yeah vermiculite doesn't need to colonise its a non nutritious extra

Don't know why you added this information. These types of jars can contaminate as well as anything can. Likely the jar in the picture the OP posted is even bacterial based on the moisture in there. It's still fine to birth and fruit, no need to worry about the small amount of bacteria, but it's there.
Also, verm isn't non-nutritious, it's just really hard to colonize while dry for mushrooms as it's mostly minerals. The point of verm is to hold water and give trace minerals. The point of a dry verm layer is to act as a filter for contam and bacteria to not be able to get past.
Sorry to call you out, but everything you posted is just lazy/bad information you're spreading here.

Do you think that they are ready at this point for dunking and proceeding with fruiting, or are there other measures I should take first?

My bad, thank you for the correct. I have previously trusted poor information TWICE NOW I feel like a fool . Apart from my favourite jars, they are truly great. Vermiculite (mineral) when dry out the bag is STERILE so it's good for initial contaminant control. As well as lots of water. It attracts plant nutrients such as potassium, magnesium, calcium and phosphorus making them readily available to the grow.
Used as a casing layer it shouldn't be fully colonised
