I think the only way to fix it is to reformat your hard drive or switch operating systems.

Try this -- press ctrl+alt+del ONCE to get your Close Program dialog box. Then close each thing one at a time (you may have to click End Task up to 3 times per program). Shut down everything EXCEPT

systray
explorer

Once all of that is done try to shut down again. Through trial and error you can figure out the manic program.
