Cohen by far. Cohen is (was) a much better song writer, more sincere, spoke more directly to the human condition, more iconic. Cohen’s final record was incredible self-requiem - imo, even better than Bowie’s Black Star.

Waits, after The Heart of Saturday Night, often becomes a goofy caricature of himself. The ridiculousness of his exaggerated gravel and film score moodiness is, compared to Cohen, contrived.  Waits has some fantastic moments but Cohen is in a whole nother class.
