My man had majorities in the house, senate, and a friendly Supreme Court. He could’ve done whatever he wanted and chose to govern like Bush.
I looked into it a bit more. The house majority at the beginning of Obama's presidency did not mean he could have passed anything he wanted. That time was used to pass aca and then only by a slim margin. It passed in the house 220-215. 39 Democrats voted no, only one Republican voted aye. I wonder what the relationship was between those nay Democrats and the insurance companies. In the Senate it was 60-39. The same year that aca was passed the Dems lost 63 seats in the house. They had a majority long enough to pass aca. I don't know how you can say nothing changed by any metric. Medicaid expansion and coverage for those with pre-existing conditions are good things. https://www.statista.com/topics/3272/obamacare/#topicOverview says that as of now, roughly 40 million people "now benefit from ACA-related enrollment in health care programs such as Medicaid or purchased from the Marketplace."
As for "unprecedented obstruction", it really seems to be unprecedented. Before Republicans had control of the Senate, the confirmation success rate of Obama nominations was something like 90%. It might also be worth mentioning how many states refused Medicaid expansion. As of now there're still ten states that have refused to expand Medicaid. 25 states refused to expand Medicaid initially. The states wouldn't have to pay for this expansion for the first three years if i remember correctly. The Fed would still have most of the burden after that. They just chose not to. Seems like obstruction or something.
