Another hairbrained idea I'm actually going to build... UVC maglight... 1

So I've worked out the rough idea for this project.
Gut a poor defenseless maglight Install lithium ion batteries and hack a charger into the screw cap. Install voltage regulator circuit in-between battery and connect bulb receptical to the conditioned power. Drill out the reflector to host toothbrush sterilization bulbs. Glue PTFE sheet on to the reflector (PTFE is 95% uvc reflective) Cut quartz glass to replace the plastic lense and glue in place.
And Bam, maglight of make your enemies smell like burnt pork.

Sounds like a great idea if you want to run the risk of inducing cataract and skin cancer.
Does your plan/application involve focusing the light? If so, how are you going to do that? Your current design will result in a fairly diffuse light source. UVC is a bit tricky to focus and I'm not sure if appropriate off-the-shelf quartz glass lenses are available that will fit your purpose.
How will you deal with the heat issue, since UV-C LEDs have an efficiency of only about 5%?
What are you trying to achieve in the first place?

I'm trying to achieve a UVC flashlight. For no reason that has any basis in practicality.
I'm not using uvc LEDs. Instead a 3w bulb that goes in a toothbrush holder. If I was using LEDs I would have specified a constant amp controller not CV.
As for the heat issue, #1 the bulb goes into a plastic toothbrush holder... #2 I have a small machine shop and a ton of aluminum drops.
For the quartz glass, if all else fails I can use actual quartz, I have lapidary machine tools as well as a large collection of quartz in 5gal buckets.
As for focus, all I've got is a PTFE reflector. Do you have any better ideas?

If the reflector is all that you're going to use for focus, just leave out the quartz glass. It's of not much use anyway - unless you want to put it on for protection of the bulb of course.
Btw, 'voltage regulator circuit' is not a very specific term. It might mean any kind of power supply using a VR. As you know, something like an LM317, 7805/7812 etc. can easily be rigged (and often is) as a CCS. Hence my assumption you used a LED. Anyway, doesn't matter.
In terms of better ideas - nope; you said yourself it's a project without a practical purpose, so there's not much to optimize. Lacking a purpose, any outcome would be fine.

Your assumption is correct that the glass is simply to protect the bulb. Though that does give me an idea... I could cut the glass into a focusing lense, I have the software to design one.
This project is what I'm going to work on after I finish milling the PCB for my LED grow pannel. I'm using a 1 inch thick aluminum heatsink with holes tapped on one side for 20mm fans, the pannel size is odd, 4x7 inches, which is why I'm making it myself. I have the Gcode written, I just need to find the time...
