Is my brother in big trouble?

How fucked is my brother? He's been getting weed illegally mailed to my mom's house (where he lives) from Oregon to North Carolina (where he lives) for years now. Recently, in effort to avoid my mom catching him getting drugs mailed to her house, he changed the tracking number of the package and gave the new address as the P.O.'s address instead of my mom's address. So, today apparently a "special agent" who works for the USPS called him and my dad. My brother and dad both didn't answer and the agent left both a voice message. My dad sent me the voice message he got and the agent sounds pretty serious. He wants my brother to get in touch with him. My brother called him back and the agent didn't pick up, so my brother left him a voice message. And that's where we're at. Thoughts? Likely outcomes?

Tell him to avoid contact entirely. Do not speak with the agent, do not go to their location, resist any and all attempts from them to gather evidence. Do not attempt to contact the agent, do not leave a voice mail message.
Whether he is fucked or not depends entirely on whether they can link him to the crime. They may already have done so. They may not have much of a case.

I like your advice and would have given it to my brother, but it's too late for that. My brother and the agent apparently finally talked on the phone and the agent said they smelled marijuana coming from the package. My brother denied knowledge of drugs in the package. The agent said they're getting a search warrant to open the package and they'll get in touch later.

If they have probable cause for an arrest then your brother will know soon enough (he probably would already know, rather than agents wanting a call back- sounds like they're still trying to build a case. don't fall victim to intimidation tactics). Tell him to invoke his 5th amendment right to remain silent and not incriminate himself. He also has the right to an attorney during all questioning if they detain him. Regardless, never talk to the police

What about return address? The person who sent it? Is he at risk?
If I had to, I’d lie only if the return addy is fake. I would maybe say I was expecting something else and know nothing about marijuana. Maybe take one step further and say you were expecting cbd buds.

That's what I told him. The return address is a made-up name and the address might be a real address randomly picked in Oregon, not sure about that one, my brother isn't sure. Idk if they can prove my bro paid for it. If they got access to his phone they could prob prove it. He requested the package to stay at P.O. by giving the package a new tracking number with the address as the P.O.'s address.

Cbd buds are not illegal and it is not uncommon for people to make mistake. I was only thinking while typing. No actual thought was put into that.

Yea saying he was expecting CBD-only weed could maybe work. That's new territory, though, I've never heard of some one using that excuse before.

I would stop all contact. Like guy above said. If they got enough on him, he will know.
Also something not sitting right. Why would agent openly admit to trying to get warrant? That’s like Cops sending text an hour before they raid your house.

Well, my brother has had his fair share of run-ins with The Man over the recent decade... my parents said after the last time that they are not wasting money on a lawyer next time he fucks up... and they seem to staying true to their word this time. My brother would have to get a public defender if he wants a lawyer.

Especially if "addiction is a disease " Then he can't help it right?
Idk, I always root for the one breaking the law, and don't see the benefit in deserting loved ones when they need it most
That being said idk your brother or family, get a lawyer, if they're getting a warrant to open it hell b arrested about three days from the recovery of the package
Of all his fuck ups, he needs a lawyer now especially if he has a record
