If you have one already I would use it. If you don't then use your PC why buy another piece of unnecessary equipment. Wrap the loop or scalpel in aluminum foil and place in the PC for 15 mins at 15 psi and only unwrap in front of flow hood or in the still air box.
If you are doing a lot of transfers this would be nice and to sterilize in between transfers quickly.

I've used them at work before, didn't like them and went back to flaming the forceps. Problems I had with them was that the beads would stick to the forceps and then fall off into the work area. But the bigger issue was that since you stick the entire utensil into the glass beads (ideally switching between two pairs of utensils for each transfers, always keeping one sterile and thereby reducing transfer times) the whole utensil heats up and the part you handle with your hand gets too hot to touch and burns you. With flaming the tips, although it takes longer, you can get the business end red hot before the part you're handling gets too hot to touch. This might not be as big of an issue with a scalpel because the handles are usually thicker, but with forceps it was a problem.

yeah, this is exactly what i was thinking because i feel it might takes a bit more time than the flame to heat the instrument.
the two pair option is good.
