Need Grain Bag making advice!!

I've soaked my rye overnight about to drain and load up my bags however I'm worried about the gasket maker in the pressure cooker coming off in the water... so can I redo the injection sites later after they are loaded up??

Also should I vacuum seal the bags and seal before pressure cooking? Or not at all? Keep them open? This is my first time and just a few questions.

Last question I have a Wolfgang puck electric pressure cooker, with a 90 min timer and I'm assuming it's 15psi...... can I use this? Has anyone? If not I have a 6qt pressure cooker presto I can use on my electric stove top.
