Trying to kill Cortana

i have it disabled using the features in windows but it still uses mem and cpu in the background and ending the task, it just open up again.

How do you kill Cortana for good?  I has a w10home 64

Kill it with the registry, copy text into a text file and name it anything.reg., doubleclick it. Done.

i done that already, but it still runs in the background and is using cpu.

SearchUI.exe runs under the Cortana banner, similar to a svchost.exe type thing. So it's not really running, it's just your search bar that looks like a Cortana process. It's shouldn't be using CPU when your search dialogue isn't open, just RAM.

Then again... Microshaft keeps changing the code so often that what was true when I was doing 1709 configs may not be true now.
