[URGENT] Presto jar run underway: running too high?

Yesterday I ran dry so this time around I'm trying to dial the Presto in
Here we are underway right now:

Am I driving it too hard?

If I turn it down less than this, it drops below 15 psi.

go by the rocker not the gauge. it should gently rock once or twice a minute.

Cound not access the links.
Did you put at least 3L wet substance in the PC before running? How could it run dry on you, during what time frame?
So you have the 'pressure indicator' which is the aluminium button that pops up when some initial pressure builds up inside. When this button pops up you can start a 10 min countdown and wait until your PC has ventilated out most of the air trapped inside. Less air in PC = hotter water wapor = more effective sterilisation cycle 
Rocker goes on last after sufficient ventilation is achieved. Pressure will keep building as long as your heat source is on max. Depending on what heat source you have you can lower the heat by 20-40% of max effect to stabilise pressure (the rocker will stabilise pressure more exactly) but reducing heat stops the pressure from building up too fast.

4 litres this time.
Yesterday was 3 litres and ran dry at about 75 mins.
I'm relying on the gauge and trying to stay at 15 psi.
I vented for 10 mins before adding the weight but the TOP valve is pretty much venting steam constantly.
I can turn it down but the gauge drops to about 12 psi then.

If the "TOP" is venting constantly then it's a malfunction. It's not supposed to vent when pressure starts to build.
Are you saying that "TOP" is venting steam even tho 15 PSI pressure is reached?

Steam should not come out the pressure release at all once you get it up to pressure

Yeah at first I was like wtf guys the top valve is supposed to let out steam? But I see the pressure release on there is labeled "top"
Mine definitely doesn't let steam out of there though before pressure builds sometimes a bit of moisture and condensation gets out the gasket seal but once that pressure release pops up, it's sealed unless you push on it
If steam is escaping like that for the duration of your PC cycle then I could see even multiple litres running dry...it does seem like a malfunction. Is the PC old or new? Can you return it?

Is the gasket in place and working as it should? And so that valve labeled "top" doesn't ever get pushed up to a point where no air is coming out? I know this recent PC I bought said in the manual you have to push the lid down a certain way for the first several uses because the gasket is stiff at first.
Hopefully it's something else and you don't need to return it but could be faulty

I just learned that the black safety plug was named TOP as well during this discussion as I went to double check that indicator is called TOP hehe now I will remember this for future reference 
Naming two crucial mechanical parts the same how practical

Aaargh...just had a closer look at the underside of the lid and the pressure indicator (the aluminium one labelled TOP) was actually loose where the gasket and the underside of the indicator screw to the threaded element that goes up through the lid. So the gasket never was able to seal as it was wobbling around on a loose thread!

Damn.
See the photo where I've removed to show the bit I'm talking about. I hope these jars are ok, this is the second batch I've done.

Definitely a bad gasket cause when that goes up it seals to build pressure, in should only leak out that if the pressure is exceeding it's limit

Gasket is definitely not bad and it seals that's obvious from the descriptions. And the safety release against over pressure is the black rubber plug. This is the pressure indicator TOP, it just indicates pressure by popping up

So now I'm wondering if my jars will be too dry? If steam was escaping like that, should I assume the jars are too dry to inoculate?
