That's a new one to me. Put a sample of it on agar and see if it turns into mycelium or snot. Then we'll know if it's some kind of bacterial or mold formation.

took tote downstairs to dump it in garbage bag and took another pic. It turned black and im 100% sure it wasnt lighting earlier.

I'm thinking it is some kind of fancy trash bag that is not 100% nutrient free, or can hold nutrients in its material.
It looks like those scented bags my GF buys and I hate the smell of.

It looks like some kind of stemonitidae. It's a slime mold (a kind of amoeba), not a fungus. While fungi digest their food outside their bodies by excreting enzymes, slime molds envelop it and digest it inside their bodies. The stalks are fruit bodies, they blackened because the spores have ripened. It's pretty awesome that it grew on a plastic bag. I wonder if it got nourishment from the plastic itself, or from microscopic organic matter deposited on it.
It's kinda cute tbh, I love these things. I don't think they are particularly aggressive as contams go - it's pretty rare to see them indoors -, but someone with more experience could chip in.

bright colors on some animals and insects in nature mean scary things, that'd scare me, specially with it going creepy black all fast like that... albeit very interesting with a splash of neat... also, with the straps on the edge like that, dude Rhizenburg might be right and could be fancy bag, like biodegradable or something that it was able to feed off of...
