You're missing the point.  There is no fundamental right to manufacture toxic chemicals. 

In the U.S., we have certain rights.  With those rights come societal costs.  That is inevitable.  If you disagree with those rights, there is a way to change them.  Charging people solely for exercising their rights is just an end-run around the process of altering rights.  It is an attempt to circumvent the Constitution and allow tyranny of the majority.

Dude, you are making shit up here.  There are several fundamental rights under the Constitution.  Some that come to mind are:

1. Right to exercise your religion
2. Right to speech
3. Right to bear and keep firearms
4. Right to a jury trial for felonies
5. Right to vote

You seem okay with the government taxing the right to own a firearm.  Are you okay with taxing the rest?  Should you have to pay a "Pew Fee" in church?  What about a jury?  Should you have to pay the cost of a jury in your criminal trial?  How much should it cost you to vote?

The vast majority of people who own or possess guns have nothing to do with those costs.  Why should they pay for societal harm while you don't have to?  It is just as arbitrary to make law-abiding gun owners pay as it would be to make all redheads pay.  There is no causal relationship between my gun ownership and any shooting death on the planet.

Honestly, come on. The supreme court has a long precedent on property rights, embattled as they are.

All those rights cost money. Let's figure out how they should be paid for, maybe some of them already are? Guns seems to be off the hook for their death and destruction though. Maybe we can discuss ways that our society can responsibly pay these debts? Or maybe we can nitpick, deny, and ignore as we have been doing.

The constitution says you can’t tax someone for their vote. It explicitly says that. Funny how they forgot to leave that out for the other ones. The fact that one right has that explicit rule,but the others don’t is not without significance.

The due process clause is about protection from the government taking shit from citizens without following a legal process.  In other words, the government can and does have the power to take your home as long as it is the product of a fair process wherein you have a full and fair opportunity to defend yourself before a competent tribunal.  The underlying right here isn't the right to own property.  It is the right to not have it taken arbitrarily.

That's completely different from your right to free speech or your right to exercise the religion of your choosing.  There is no amount of due process that allows the government to stop you from being a Christian, for instance. 

I know this may be a fine point of law, and it may very well be that I'm not explaining it in a way that a layman will readily understand, but there really is a very large difference between a fundamental right and a general right of autonomy and property ownership.

Look at it this way, making people pay $300/year/gun means that less people will own guns.  As less own guns, that amount has to go up.  Eventually, it'll be $10k/year/gun.  How many people will own guns then?  In the end, it means that only the rich have a 2nd amendment right.  If we were talking about any other right, would you be okay with that?
