Legality of growing hemp?

I would enjoy growing <0.3% THC cannabis for the CBD and other, lesser-known CB-x's, but it's not worth it IMO for me to work out a stealth plan, carbon filter, etc, etc, etc.
Assuming I have a plant or two with grow lights in a closet, and this spikes my electrical bill, and possible smell, will this be enough for a warrant?
Even if the police had a warrant and found other illicit items but it was found later in court that the CBD plants were legal, could I or I would I be monetarily reimbursed by the government for the warrant and all my problems relating to this? i.e. the time spent in court when I could have been at work or school, lawyer payments,
Would the charges against the other illicit items be dropped, considering they were found with a potentially faulty warrant?
This is all speculation and I haven't fully read into the specifics of apartment-growing. After more reading and precautions - likely that none of this would come to pass, but if it did, would it set a precedent relating to the obtainment of search warrants based on cannabis smell/energy uptake/light spectrum expelled picked up from helicopters? Ostensibly, all of the methods of cannabis growing detection would be null.
I feel like this is a tremendously stupid question or a noteworthy question.

Police are not going to treat the plants as though they where hemp. If any amount of thc in their samples they send to the lab are detected it will be treated as marijuana. Hemp is also cannabis sativa which is a schedule 1 plant wether it's hemp or marijuana. So growing hemp is still illegal unless you get permission. Which you won't because even legitimate farms have diificulty getting the go ahead to grow hemp. Cbd oil is cheap enough you might as well buy some because the "it's hemp" defense won't work. As for getting any charges dropped no you do not get reimbursed for any losses. Unless you can prove the DA maliciously prosecuted you by covering up or destroying evidence or something like that.

hemp is actually closer to cannabis indica, which is why it has high CBD

The thing is with hemp is it is less than .3 percent THC not 0% THC. The police use this stupid little color change test to detect presence of THC, so if it's there it might as well be some dope OG Kush instead of some stupid Finola.

Geez. In retrospect, these were all really stupid questions, but if a cop really hates/dislikes someone, there seems to be little-to-nothing from preventing them from fucking up that person's life.
