Is this Ipomea Violacea? + parasites help

So I've had this plant in my garden for a while, and just recently have been wondering if it is active.


Also, even if it's not the case, how can I get rid of ants and those red bugs? Do they hurt the plant?

Pretty sure that's a Hibiscus syriacus. Rose of Sharon is what it's commonly called in my parts.

As far as the bugs, looks like you have some aphids and the ants are "farming" them. Not sure about the beetles. I'd get a hose and spray them all off. Might have to do that often if you take that route.

Others will chime in and recommend good chems for treatment. Because my homemade pepper and peppermint spray didn't work very effectively for aphids.
