from mushrooms.com a quote from the PE page

"Cubensis stems are hollow inside, but the Penis Envy are dense with flesh, full of shroomy goodness"

So yeah that's normal.
Some stems from some cubes are not hollow but it's completely fine

PE is selected for its dense stems but it's completely possible for them to be hollow just like it's completely possible for it to put out a normal looking fruit.  I wouldn't go cloning or taking spores from PE that is hollow though.

you CAN clone from hollow stems if you tear the fruit from the substrate.
I you cut it off and you can see into the hollow stem than air can get in too but if you tear it off the hollow inside has not come into contact with anything and the inside of the stem is still sterile.

tear open inside of a SAB or in front of a flow hood and scrape some tissue from inside the stem. then place on agar.

I've often had no contamination from the tissue sample transfer but of course take a few transfers to be safe.

Good luck
