lock and handcuffs, literally, no there weren't any locks or handcuffs.
but a physically disabled 2 year old that needs a G-tube probably can't operate a phone, probably can't reach a doorknob to open a door, probably can barely even walk, and definitely can't feed themselves or hydrate themselves. The parent knew this. that's figuratively the same as knowing there's a person in handcuffs at your home, and not doing anything about it.
in this specific case, it's clear she purposefully wanted the kid to die so she wouldn't have to deal with the responsibility of taking care of it. she was trying to get rid of her kid while trying to make it seem not so much like direct murder. that's direct murder

i didn't jump to conclusions until OP began clarifying the circumstances. I'm only basing what I say off OP's words. I'm not in court. I'm in my pajamas, in my room on the shroomery. i'm giving my educated guesses and opinions based on what OP is saying. that's kinda the point of thread discussions.
this thread isn't the woman's trial. it's coming from the perspective of OP. we're all curious about what happened exactly, but OP is the only one here with any information on it. at the very least we should be respectful enough to not downplay this incident as if it was anything less than murder because he specifically stated "murder" in his first post. that's a pretty heavy distinction to make.

Yeah sorry that was my bad, the reply was meant for Enlil. He tends to get all lawyery. That’s absolutely terrible. She will rot in jail and the only people around will think she’s a piece of shit. She has to live with it, too, you know? My uncle fucked up, let his son die because he was smoking crack while his 1.5 year old wandered around the farm until his little skull got crushed by a loose farm gate, the kind you link together with the pegs. See it in his face every time. He’s a piece of shit.

She admitted it to the police and the judge, per the numerous articles written about the case. She has been charged with first-degree murder and has a $1.5 million bond.
