Pan cyans having trouble - not sure the issue

Looking for some help / insight here.
10 quart rye grain jars were all PC'd following RR's video process and looked good - very few busted kernels, filled 2/3 full, etc. Jars were inoculated in early Jan from [a trusted vendor] syringes ordered in October and stored in fridge until use. 5 jars got an ATL#7 syringe (2ml / jar) and 5 jars got a Pan Cyan Hawaii (2 ml/jar). Jars were stored on top of the fridge at 73/74*.
The ATL#7 showed signs of clean growth at 4 days but nothing with the pan cyans. At 6 days ATL is doing its thing but still nothing with Pan cyan. Thinking I got a bunk syringe I then inoculated the Pan cyan jars with a Pan cambo Sandose syringe from the same order and used the same amount (2ml / jar).
At 14 days the ATLs are doing well but absolutely nothing still on the Pan cyan / Cambos. Any thoughts? I figured the syringes would still be viable (if maybe a little slow) but I thought it odd that I got absolutely nothing two of them. What do you think?

Spores to grain are a gamble and pans can be whispy lookin so maybe u just cant see it, also should probably edit the vendor name out ur post

Yeah - I figured that might be the case but looking very closely there's just nothing going on in those jars at all.
Made a ninja edit - thanks for the tip.

Would 3 month old refrigerated syringes still be expected to be be pretty viable or is that likely too old do you think?

Any other thoughts out there on why this might be occuring? There's definitely no myc growth and the substrate appears to be good given the ATL#7 performance. I'm just confused and looking to see whether I need to improve my process somewhere or if it's just a matter of old syringes.

If no growth is occurring on substrates prepared and inoculated the same way, then inactive spores are definelty a realistic probability.
