I would look at one of those forums connected to the controller you want to use. Like aurdino or MBED or similar. Rasberry is usually for more video or streaming type applications. At the userforums, look for any other created application where they control a resistive device with PWM. Must be some for sure. Then just do what they do, but scale off the things you dont need.
With the MBED controller PWM is very easy. But you need design a small FET driver for your peltier. I bet its allready done and code and driverstage is just free to copy/use. If you search net for a micrcontroller project including a peltier you probably find a few.

An arduino would work fine for this. They can drive a MOSFET directly from one of the PWM pins and most MOSFETs will easily switch the load of 60W/5A.
The challenge is really in the temperature control itself. Keep in mind that what a peltier does is basically just create a temperature differential between both of its sides. If one side fluctuates in temperature, the other will fluctuate along with it nicely. It's not a thermostat in itself. So you'd have to combine it with one or more temperature sensors, make sure the measurement is done at a spot that is representative for the region where you need the controlled temperature, and then work out a software routine that has very small hysteresis. The latter will be the most challenging aspect as the feedback loop between temperature measurement and control through the peltier will likely include a delay of several seconds or even more. Buffering will likely help by fitting a piece of metal to the side of the peltier that you'll use for the crystals and thermally insulating that and the temperature controlled chamber from the environment.
So most of the challenge is not so much in driving the peltier through PWM, as that's pretty straightforward. The thermal design of the chamber itself and the control software are going to be the issue.

If you insulate the growing chamber and have a temp sensor connected to the microcontroller you could use a PID function for controlling the peltier and get a very accurate temperature. The accuracy will depend on the temp sensor accuracy. PID functions are available for dl for almost every microcontroller. Then just tweak the PID parameters to your likings. Im sure there are some ready made peltier/sensor/controller products if you want skip the DIY microcontroller part. But itΒ΄s fun with these things and soo satisfying when one get the project functioning as designed.

You're making this too complicated. Just slowly evaporate your solvent, and recrystallize several times. We use a heat variant to crash out crystals quickly. Doing things quickly inherently leads to smaller crystals.
