OK its been 4 weeks to the day since inoculation and thy have started to pin in the jars without 100% colonization what should I do and how can I stop this from happening in the future?

Contaminants can cause in vitro pinning I believe. In vitro pinning can also be caused by exposing the jars to far too much light during colonization. Give us pictures.

And I steamed them for 3 hours i know it's not ideal but I've heard that it work

If they’re almost all the way colonized you can always birth them and rinse off any uncolonized substrate, and then proceed with the dunk and roll
Edit: I personally would let those ones go a little longer though, but when you’re ready you can rinse off any uncolonized substrate

Go ahead and fruit them, there not gonna want to colonize during fruiting and theres a reason why they, bacteria. Next time boil for 6 hours with weight on the lid although it could have come from the ms solution.
Let them fruit and finish then dunk and roll, though you can patch verm on with your hand and let it sit in water, the myc network will soak it up.

No you can eat them just fine
Fruit them now cause a few days during pinning is a huge amount of time at that period.

The part of the fully colonized sub that's fruiting doesn't know there's more sub sitting there, so for whatever reason they didn't churn through all of it.
